Skip Permit in Cape Town: When a Skip on the Street Needs City Permission

A skip permit in Cape Town carries an R712 admin fee for 2026/27. It is needed when a skip stands on a public road, pavement or verge. The City's prior written permission comes first. The by-law behind the skip permit

Section 10(a)(i) of the City of Cape Town Streets, Public Places and Prevention of Noise Nuisances By-law, 2007, bars leaving building or waste materials in a public place without the prior written permission of the City. Section 1 defines a public road to include the verge.

Section 12(1)(i) of the Integrated Waste Management By-law, 2009, says the same about waste stored in a public place. Section 7(b) of the 2007 by-law bars obstructing pedestrians on a sidewalk with any object.

Section 22(1) lets the City serve a written notice to remove an object placed without permission. Offences carry a fine or imprisonment, as a court decides.

Applying for a Temporary Use permit

  1. Get the form

    The Roads Infrastructure Management form RSW-WLP-01A covers Temporary Use of the road reserve, including a skip.

  2. Hand it in

    Take it to the RIM district office for your area. There is no online route.

  3. Pay the fee

    The admin fee is R712 for 2026/27. The City can add a refundable deposit.

  4. Book the skip for after approval

    Set the delivery day once the written permission is in hand.

Estates and complexes set their own skip rules

Body-corporate and HOA rules govern the private driveways and bays inside a security estate or sectional-title complex. Many of them book trucks at the gate and fix where a skip stands. The City rule applies on any public road, pavement or verge, inside an estate or outside it.

Does the skip company apply for the permit?

No. The by-law names neither the skip company nor the customer as the applicant. Whoever accepts responsibility for the skip in the road reserve applies.

How much is a skip permit in Cape Town?

R712 is the admin fee for 2026/27, under item A.1 of the Roads Infrastructure Management tariffs. The City can ask for a refundable deposit on top of it.
